Letters of Agreement are like short-term contracts that cover specific issues. During COVID-19, for example, our Union signed many letter of agreement addressing issues specific to the pandemic, such as expanded paid time off or rules about how PPE would be distributed. Below is a list of letters of agreement impacting State employees.

Statewide LOAs

March 24, 2021

This agreement extends the childcare leave policies in the February 1 agreement to June 30. Click here to read the full LOA.

February 1, 2021

Our union signed a Letter of Agreement with the State over the weekend that establishes new guidelines for Paid Child Care Leave and an extension of Emergency Paid Sick Leave. These new provisions are in effect from February 1, 2021, through March 31, 2021. Click here for additional details.

December 30, 2020 

SEIU 503 and the State signed a temporary agreement to expand leave options when Congress failed to extend the expanded family and medical leave provisions that were part of the original COVID relief bill. Click here to read the full LOA. Here are the key updates: 

  1. State workers may use Oregon Family Leave Act (payroll code CXT) during the month of January, 2020, for childcare purposes. Normally, Oregon Family Leave is unpaid, however our agreement with the State is for these hours to be paid in full.
  2. We won an extension of the 80 hours emergency paid leave from our previous letter of agreement (payroll code CV). This leave may now  be used as needed through January for COVID-related absences as defined in the letter of agreement.

June 4, 2020

SEIU 503 and the State signed a revised COVID-19 LOA to add provisions on comp time, additional personal leave, and to extend telework and other provisions of the March LOA. Click to read more.

March 15, 2020

SEIU 503 signed a letter of agreement with DAS detailing how the state will respond to COVID-19. The agreement covered telework, expanded paid leave, worksite closures, communication, and more. Use our online tool for help navigating all the new rules. Oregon Health Authority
