Government Shutdown: Resources for Care Providers in Uncertain Times

Our union, SEIU Local 503, is always working to ensure that members have access to reliable information and real support — especially during times like this. 

As the federal government shutdown continues, many Oregonians are worried about access to essential resources like food, utilities, and long-term care.

Fortunately, Oregon has strong safety nets in place — and two key connections can help right now: 211 and ADRC (Aging and Disability Resource Connection).

What 211 Can Do for You 

Oregon’s 211 directory is a free service which includes emergency food assistance, help with bills, and local support programs.

  • Dial 2-1-1 or text your ZIP code to 898211 to get started.
  • During federal shutdowns or other crises, 211 can help you find which services are still available.

What ADRC Offers — and Why It Matters Now 

  • The ADRC of Oregon makes it easier for older adults and people with disabilities to find local care and support.
  • Services include free information and referrals, counseling, and help connecting with in-home care, transportation, and meal programs.
  • Through ADRC, you can access Meals on Wheels and other food supports that remain open during the shutdown. You can also check for updates at Oregon DHS Food Resources.
  • To reach Oregon’s ADRC, call 1-855-ORE-ADRC (1-855-673-2372) or visit oregon.gov/odhs/adrc. Please share this information with coworkers and community members who may need it.

Notice of 2026 Elections in Your Mailbox Soon 

Your biannual edition of The Voice publication is on its way and will arrive in your mailbox soon. The latest copy will list important SEIU 503 elections updates for all member units, which are on different timelines for nominations and elections. Whether it’s connecting members to community resources, advocating for strong public services, or fighting to protect pay and benefits, together as a union, we look out for each other. Oregon Caregiver Conference 2025 

Leading the way in Alzheimer’s and dementia research: The Oregon Caregiver Conference is Oregon and SW Washington’s leading research and education event that highlights Alzheimer’s and other dementia-related diseases. The conference is geared towards caregivers and anyone affected by any dementia and professionals in the field.

The event will be held in person on Tuesday, November 4, 2025 from 7:30 a.m. to 5:00 p.m. at the Oregon Convention Center in Portland. The first 250 Oregon family caregivers register FREE, thanks to collaboration with Oregon Care Partners. General admission and student tickets are also available.

The keynote presentation will be given by Dr. Ozama Ismail, Alzheimer’s Association Director of Scientific Programs.

Update to Carewell SEIU 503 Eligibility Rules 

Starting October 1, 2025, if you work less than 40 hours of bargaining unit work for two months in a row, you will lose your eligibility for benefits under the Supplemental and Benefit Trusts. Your benefits will end one month after you work less than 40 hours per month for two months in a row.

A Call to Action for Civil and Human Rights 

Earlier this month, the SEIU 503 Civil & Human Rights Conference reminded us that change doesn’t wait — we make it. From the conference floor to every workplace and community, we’re organizing, mobilizing, and leading the fight for fairness, dignity, and justice for all.

As our keynote speaker Chris Smalls, co-founder and former president of the Amazon Labor Union, reminded us: “The revolution starts with us — the people who make everything run. We don’t need permission to demand justice. When we’re united, we have more power than any corporation, any politician, or any billionaire. They know it — that’s why they’re afraid.”

The conference was sponsored by our union’s Civil and Human Rights Committee, which promotes and monitors our union’s commitment to equal employment opportunity and administers our caucuses to build a strong power base for pursuing issues of cultural diversity.
