Candidates for Director:
Patty Falkenstein

Patty Falkenstein

GREETINGS UNION SISTERS AND BROTHERS!

My name is Patty Falkenstein and I am running for the board of directors’ new homecare  client employed provider seat for our union. Being on the board means the ability to represent my fellow union members and weigh in on matters that concern all of us. Integrity and honesty are in my opinion hallmarks of true leadership, and I strive to practice both in my professional and personal life.  Being engaged and active in our union for the last few years has been a challenge and a labor of love. I attend union actions, political rallies, and meet with candidates to move forward a more inclusive agenda for home care workers.  I serve as the secretary/treasurer of Home Care Council, as bargaining team Co-Chair, CAPE regional chair, Chair of the 503 steward’s committee, member of the Lavender and Indigenous Caucuses, and member of Oregon Women Labor Leaders.  I sit on two community/state boards and advocate for emergency preparedness for vulnerable populations. Serving as a Board director I hope to lend my voice to call for a better Oregon for all.  I encourage everyone to get active in our union because TOGETHER WE RISE!

Thank you for your consideration.

Warm regards, Patty

Noemi Osorio

Noemi Osorio

My name is Noemi Osorio Sarmiento and I am running for a SEIU 503 Board position to represent Personal Support Workers (PSW). I have been a PSW for almost 7 years. I am also a Health Promoter with Providence. I have been elected twice to the Homecare Council Sublocal 99 representing and involving members and workers to be active in District 1 in Multnomah County . During our Union virtual Lobbying Day in 2021 I gave a personal testimony on the impacts of Covid-19 on care providers that supported more funds for those who suffered from the effects of Covid-19. I also went to Washington D.C November of 2021 joining care providers in a national action to advocate for the passing of  President Bind’s Care Economy to invest in us as Essential Workers. I also engaged in many Union actions for the past 2 years to pass a strong contract and to have those in power to respect, pay us with good wages, benefits and protections. Currently, I am participating and receiving training as part of the Member Leadership Development Program (MLDP), calling, outreaching and doing GOTV (get out the vote) during Tina Kotek’s campaign. I am running for a Board position to continue to represent Homecare and PSWs to have a strong voice at the SEIU 503 Board. I am asking you to vote for me to continue bringing changes and improvements to the needs of my fellow Union members of SEIU 503 with more inclusion, representation and diversity! Thank you very much for your support and let’s keep United to Fight Together!

Andrea Clark

Andrea Clark

I’m a lifelong Oregon resident, graduate of the University of Oregon, and a long time homecare worker, caring for my mom. My involvement with SEIU 503 came after witnessing the many injustices and challenges that both care providers and their consumers face everyday, watching the most vulnerable people in our state and those that care for them slip through the cracks. I have now seen the sheer power of the united front that is SEIU 503 and have for years now been working hard to do my part to keep that momentum going. I have participated in political canvassing, political actions in Salem, personally spoken to legislators to further our progress, spoken on behalf of fellow sub-locals, been a general council delegate, and participated in the MLDP program. I am currently a district director on Homecare Council, a CAPE delegate and was recently an Assistant Director on the 2021-2022 SEIU 503 Board. Doing my best to continue fighting for the rights and respect of care providers, their consumers and all of my fellow union brothers and sisters. The time is now for us to fight harder than ever to secure higher wages, better benefits, safer workplaces and respect for all care providers in Oregon. I am hoping for the opportunity to continue this work by serving you as one of your Director’s on the SEIU 503 Board for the next two years. Please vote for me.

Francia Mirabuna

Francia Mirabuna

My name is Francia Mirabuna. I have been in Oregon for 17 years. My first job was a cashier at Fred Meyers for 3 years. My second job at the Wesco shoe maker as a boot inspector. My third job as a homecare worker, and I have been working for ten years! The past year I have worked  as a Personal Support Worker (PSW). I have been a SEIU 503 member since I started working as a Homecare worker. I have attended many Union rallies and spoke to the Director of the APD Mike McCormick to fix the late pay and the timesheet application for Homecare Workers so that we can get paid on time every time. I joined thousands of care providers in Washington D.C November of last year in our Build Back Better rally  to pass funds for the Care Economy to invest in us as Essential Workers. I met many workers from different states. It opened my eyes to the power of workers demanding changes at the highest levels. I am currently working as an SEIU 503 MLDP. I am proud to be a SEIU 503 member. I am really impressed to be a SEIU Union member in the ways we are able to help and support our members when they need help. Workers and our members have been experiencing economic and many other hardships and I want to do my part and join the SEIU 503 Board so that I can be a role  model especially for bilingual members like myself and for any workers who are from the Philippines like myself. I want to not only represent our BIPOC workers but also build real changes to uplift all members while bringing in more members to have a real voice at the Board level. I am committed to bringing new members to join our Union because the more workers we have joining SEIU the better we can protect our Democracy. VOTE for me! Thank you.

My participation in leadership with SEIU503 is challenging and rewarding, but also tiring and demanding. One has to be doing this work for the right reasons, which can be different for each of us. I am inspired to right a wrong, to step up to the plate, to lend a helping hand. I got involved in my union because I believe in the cause of helping fellow workers grow in their careers, better serve their consumers and navigate their “systems”. I also want to be a part of the effort to increase respect, compensation and benefits for the work we all do.

(continued on next page)

Your Homecare President and Vice President put forth a resolution at this year’s General Council. With its passage, three seats on the Board of Directors were added to the one seat already held by Homecare. Your Homecare Local 99 comprises close to half of the body of SEIU503 members in the state of Oregon. Despite our growth, in particular, the addition of personal support workers to Local 99 back in 2011, we have only had the one seat on the Board. That is about to change, as you elect three of your peers to fill the new director seats (as well as three assistant director seats).

I am asking for your vote for one of those seats. You may have heard the slogan “One vote, one voice”. I am asking you to use your vote to voice your support in putting me in a seat on the Board of Directors. In turn, I will use the power of my vote, my voice when decisions need discussion and voting on the Board. I look forward to joining member leaders from across Oregon in working to move SEIU503 toward being a stronger union that serves all its locals and members and strives for equity and inclusion. In addition, I will be an advocate for the future interests and needs of your Homecare Local 99.

PLEASE VOTE FOR AVERY HORTON 503 DIRECTOR

To be a 503 member is to be part of something bigger than you. It gives you a sense of belonging. To be a Homecare worker is to be of service to others. Helping those who can’t help themselves gives you a sense of humility. To be an elected 503 leader is to be in a position to help members.

The best part of my serving as an elected Homecare leader for 2 terms is when a member asked a question or presented a problem and I was able to answer or get them the help they needed.

I have been a Homecare worker since January 2016. As Homecare Secretary/Treasurer, I found out why some of Homecare’s money was missing and made sure it never happened again. As a member of the Homecare Bargaining Team, I brought the idea of the late payment penalty to the table which benefited those workers who experienced being paid late. Members came to me to tell me what they needed and I took that to the Homecare Council and bargaining table.

I believe unions are good when they work for the benefit of members in the workplace. The top priorities always need to be better compensation and safer workplaces. Homecare workers are still behind when it comes to compensation. We don’t have the same benefits as the public sector side. At the rate we are going, it will take decades to catch up. How much longer can you afford to wait? I proposed $21/hour for Homecare and was dismissed. Now, there is talk about $25/hour. If elected, I will fight for higher wages and the same number of paid holidays as state workers. Why should Homecare accept less?

Being a Homecare worker means working in isolation from fellow Homecare workers. We have no “water cooler” to gather around. The monthly regional meetings usually have less than 1% member attendance. For years, I have proposed that 503 provide Homecare workers with a private email server to communicate. Homecare workers pay millions in dues annually. Is this too much to ask?

Being a 503 Director will put me in a better position to help members get what they need. I will have better access to information that can be passed on to members. I will be your voice at the table.

PLEASE VOTE FOR AVERY HORTON 503 DIRECTOR.

Josefina Riggs

Josefina Riggs

My name is Josefina Riggs. I have lived in Redmond Oregon for many years and in 2011 I started working as a Personal Support Worker for a Hispanic family, this work has taught me that it is not only sacrifice but also satisfaction.

On many occasions I have participated in the decisions, leadership and political activities for SEIU 503, I have experience in budget management, organization work group, presentation of classes and workshops, and lobby days in Salem Oregon and Washington DC.

I consider that I have a clear vision of what health care work is like and I have the ability to direct, enforce the statutes and regulations and help the members of the Union.

SEIU 503 is and will be for me an experience of teamwork and decision making, it is a strong union and we can be stronger if we elect people who are and are capable of leading and resolving difficult situation and challenger times.

I hope that with my experience I can be part of the Home Care Board and continue to work for all members of SEIU 503.

I have been working as a Personal Support Worker (PSW) for over 17 years in Washington County and I am running for an Assistant Director position to represent Homecare and PSWs in the SEIU 503 Board of Directors. I’m currently an elected member of the Homecare Council in District 2 organizing and mobilizing our members, in special Bilingual speakers, to actively participate and be involved in our Union. I feel so fortunate to be participating in the Member Leadership Program (MLDP) educating and mobilizing our members and in special bilingual members to actively participate in our organizing and political program to elect candidates to support the Homecare program in the upcoming bargaining session for better wages, benefits and protections. I am running for this Board position to be a strong voice for our bilingual members as well as members who live in rural areas.
