SEIU 503 is a democratic, member-run union. Every two years, we elect more than 700 leaders to a variety of positions, such as the Board of Directors, sub local officers, and statewide officers. The people in these roles will shape the work of our Union over the next two years as we bargain strong contracts, represent workers, and grow. 2026 Homecare Sublocal 99 Election Results

Results from the Homecare election are posted below. Congratulations to all winners in this year’s elections and many thanks to all candidates who stepped up to help lead our union.

These results do not reflect changes when someone has won multiple positions on the Homecare Council where they can only accept one position, or when a winner has declined to accept a position. Vacancies will be filled according to the process defined in the Sublocal 99 Bylaws, which requires appointment by the Homecare Council after the newly elected Homecare Council is sworn in. General Council Delegate vacancies will be filled by General Council Alternates in the order of votes received.

I'm Shelli Adams, a HCW from N. Lake County. I am running for the General Counsel because it has been my mission since joining the union to make sure Rural Oregon Caregivers, concerns and needs, are given a voice in both union matters and by our state. It is often forgotten that the needs in rural caregiving are very different from our city counterparts and I want to make sure that our needs are accounted for whether it is in union decisions or at the state level. I served at the 2024 General Counsel and I show up whether it is a rally in front of the capitol or meetings with the legislators and I will continue to do so.

I would be honored to serve Rural Oregon at the 2026 General Counsel.

I am a director for Multnomah County District 1, Homecare Sublocal 99. My native language is Spanish; some of you may remember me from when I made phone calls to invite you to events.

In my role as director, I've had the opportunity to work alongside and support my colleagues in homecare. I've also attended demonstrations, rallies and Union events in Portland and Salem, and Union-wide national campaigns where I've had the opportunity to interact with legislators and advocate for better and more benefits for us. I've also helped organize events like the summer picnic and the end-of-year party. I've been pursuing further training to improve my performance as a director and as a member of our union. My name is Michea Bonilla, and I am humbly asking for your vote to become a delegate for general council as a representative not just of the Sublocal 99, but to also to be a representative voice for queer and disabled members of the SEIU503 at large.

I am the current interim secretary for the Differently Abled Caucus, and have multiple years of experience in disability advocacy fighting not just for myself as an individual with both visible and invisible disabilities, but for others through pushing for visibility and ensuring that accessibility is at the forefront of planning and not tacked on as an afterthought.

I have been a vocal member of the queer community in pushing back against the attacks we have been facing for decades, and assisting in education, including as a student teacher for HIV and AIDS education in the 90s at my high school.

I wish to take this passion and drive I have felt my whole life and focus it along with others within our union to achieve the best we can for all members and ensure that accessibility and equity remain part of our core values when we approach General Council.

Kelly CaldwellI'm a caregiver, community organizer and advocate. I believe strong unions are built through care, skill-building, and showing up. As a caregiver, I know the realities many SEIU members face — emotional labor, burnout, and work that is essential, but often undervalued. I believe union power grows when members have the skills, confidence, and support to advocate for themselves and each other. I bring a collaborative spirit, a steady presence, and deep respect for others' lived experience. The work is supporting people navigating complex systems and creating spaces where people feel heard, respected, and capable.

As a General Assembly member, I'd work to strengthen community, uplift worker voices, and help build a union culture rooted in dignity, connection, and solidarity. I speak Spanish conversationally and have basic ASL Skills. !Si' Se Puede!

My name is Andrea Carr - I am a personal support worker, wife and mother. I also am a member leader and District representative for Lake and Klamath County, as well as a proud member of our home care union. I take great pride in what we, as members, have been able to accomplish and win through our bargaining process.

Local 99: Homecare Worker

I’m a lifelong Oregon resident, graduate of the University of Oregon, and a long time homecare worker (over 13 years), caring for my mom. My involvement with SEIU 503 came after witnessing the many injustices and challenges that both care providers and their consumers face everyday, and continuing to see the most vulnerable people in our state and those that care for them slip through the cracks. Since the beginning, I have been working hard to do my part to keep that momentum going. I have participated in political canvassing, political actions in Salem, personally spoken to legislators to further our progress, spoken on behalf of fellow sub-locals, been a General Council delegate, IU delegate, participated in the MLDP program and much more. I am currently a district director on the Homecare Council and a Client/Employed Sector Director on the SEIU 503 Board. Most recently I developed and ran a workshop to help prepare Homecare delegates in my district and some surrounding districts prepare for our last General Council in order to help them have a more fulfilling experience. I continue to do my best to fight for the rights and respect of care

I have been an AuDHD self-advocate for over 10 years now. I have been on the General Council in the past for a provider agency and look forward to being there as a PSW now. I also work for a state level office for the disability community as well as the National Core Indicators survey for the state. I’m Cristal DeJarnac, and I’m running for SEIU 503 Homecare President, Bargaining Team, and General Council because I believe this role is about responsibility, not a title. Every day as your current President, I represent more than 30,000 homecare providers across Oregon—and I take that seriously.

I began my leadership journey in 2018 as a Central Oregon Homecare Director. After serving two terms, I became Chief Steward for Homecare, then in 2024 I was honored to be elected Homecare President. I’ve also served on—and led—the last three Homecare Bargaining Teams. Through all of this, one lesson has stayed clear: this work is not about me. It’s about you and the people you care for.

As president, I work with state agencies, SEIU 503 and International, Carewell, RISE, and the Legislature. That means long meetings, tough conversations, enforcing our contract, fighting grievances, shaping policy, and holding systems accountable. This is volunteer work—but it’s work I do proudly because Homecare is my Purple Passion.

Laura DuncanI would like to serve on General Council again in 2026 because I think that it is important to have representation from a diverse group of our members. I am a PSW Job Coach and a PCA and I feel that folks in these jobs are often overlooked. Additionally I would like to be a voice for workers who are not in the Portland metro or Salem areas. I have been an advocate for unionization since picketing for the Farmworker Union's Gallo boycott as a teenager - over 50 years ago!

Because this is not just my struggle — it is our shared struggle as working people fighting a system rigged against us.

For the past two years as Homecare Council Director, I’ve stood alongside care workers across Oregon, using my voice to make sure we are seen, heard, and respected. I’ve joined fellow workers at lobby days in Salem to ensure legislators hear us loud and clear: care work is essential work, and those who perform it deserve fair pay, strong protections, and a voice in every decision that affects our lives.

I am a Eugene Home Care Worker who has participated in unions since 1961 because worker power is fueled by united hearts, minds, and voices seeking common goals. Our United Voice is the power that keeps management and government from catapulting us back to the dark age of sweat shops and child labor where the current administration aims us. Our United Voice educates management and government about what we need and want so we can better produce what they need and want. Our United Voice must stop management and government from eliminating diversity, equity, and inclusion in the workplace. Injury stopped me shy of a masters degree in Industrial Relations (Labor Law emphasis). That business management program helped me understand the stance that seeks to limit our rights. That program made it clear that one of our union’s fundamental responsibilities is to educate us about our rights and responsibilities in the workplace. Protecting our workplace rights is fundamental to protecting our rights in society. I have served as a Director and in General Council before and if elected, I will try, borrowing a phrase, to “kick ass for the working class.”

My name is Patty Falkenstein and I am running for Vice President of sublocal 99 Homecare. Being an elected officer gives the ability to represent my fellow union members and work on matters that concern all of us. Integrity and honesty are in my opinion hallmarks of true leadership, and I strive to practice both in my professional and personal life. Being engaged and active in our union for these last years has been a challenge and a labor of love.

I attend union actions, political rallies, and meet with candidates to move forward a better agenda for homecare workers. I serve as the secretary/treasurer of Home Care Council, as bargaining team Co-Chair, CAPE treasurer, Commissioner for the Governor’s board for senior services, and Oregon Women Labor Leaders. I began working as a Home Care Worker in summer 2023. I have worked for friends, family, and consumers I met through Carina, and in every case I am honored to have the chance to help them live more fulfilling lives. I have learned a great deal from certification courses, from the people I work for, and from other care givers, and I hope to continue growing and improving as a caregiver. The union helps us stay connected in a job that can otherwise keep us disconnected from each other, and makes it possible to earn more money and work under better conditions than many other places. I hope to help my fellow caregivers get more engaged with the union as I do so myself, and to play a role in laying the groundwork for an even better contract in the next bargaining cycle.

I have been a Home Care Worker in this valley for about 5 years. Like most of us, I have been a caregiver my whole life. It's not just what we do, it's who we are. We're out here making a positive impact on this world by showing up heart first.

I am a Personal Support Worker providing care for my son since 2019. Upon joining our Union I have become very involved in many activities, especially in our Legislative work by attending Lobby Days, Rallies and participating in both the Tina Kotek and Kamala Harris Campaigns.

I attended the MLDP leadership program. I ran as a Director for District 1 Multnomah County. I’m a General Council (GC) Delegate and member of a Resolutions’ Committee review. A union should stand beside you when it matters most. Yet SEIU 503 doesn’t even show up when members face hearings that could cost them their provider number.
