Article 26.2 – Differentials (OSH and Pendleton Cottage)
- OSH only – OS2’s who are permanently assigned to a specific patient unit inside the secure parameter, that requires routine patient contact, shall receive a 5% pay differential for all hours worked.
- Pendleton Cottage – Custodians at PC will now receive a 10% pay differential.
Article 32.2A – Overtime (OYA)
- Meal penalty payment increased to $10.00
- Employees who volunteer for overtime shifts outside of their classification will also be considered for mandatory overtime. They may also ask to be removed from the volunteer status.

- Meal penalty payment increased to $10.00
Article 45.2A – Filling of Vacancies (OYA)
- Added promotional opportunity language. Employees who apply for a promotion and meet the MQ’s and special qualifications of the position shall be interviewed and considered for the position.
- When interviewed and denied a promotion, employees may now request the notes and scoring from the interview. (all of OYA)
- Advice and coaching from HR on interview skills will now be made available. (all of OYA)
- Added hardship transfer language that requests due to economic and medical hardships shall be considered.
- Added language that domestic violence hardship transfers will follow law/policy.

Article 66.2A – Vacation Scheduling (OYA)
- Clarified the process for the annual vacation bidding process to match what was agreed to through the Labor-Management Committee.
- After December 1st, management will grant or deny requests for vacation within 5 five business days of the request, vs. the previous 15 calendar days.
Article 66.2 C,H – Vacation Scheduling (OSH and Pendleton Cottage)
- Employees may now exercise their seniority once a year when there are conflicts in vacation scheduling.
Article 90.2A – Work Schedules (OYA)
- GLC 1 and 2’s may be eligible to bid on shifts in their work unit or on a facility-wide bid immediately upon hire.
- Added language that only in cases of emergency, may an employee be reassigned from their designated classification to cover a vacancy in another classification.
Article 97.2 C,H – Compensatory Time Off Scheduling (OSH and Pendleton Cottage)
- Compensatory time exceeding 60 hours will automatically be paid out on November 1st of each year; employees may request a payout for any of the 60 hours of compensatory time when they do not want to carry hours over.
Article 106.2 – Labor-Management Committees (ALL Agencies)
- New policies and procedures will come to LMC meetings for review and discussion.
- Employees whose regular schedules conflict with committee meetings may request to temporarily modify their work schedule.
- Clarified language for Pendleton Cottage that employees serving on LMC will be on pay status, without having to utilize any paid leave.
Article 121.2H – Education, Training and Development (Pendleton Cottage)
- The Agency will cover all certification and recertification costs for the Qualified Mental Health Associate (QMHA) certification required for their MHT’s.
Article 122.2C – Boots, Uniforms and Clothing (OSH)
- Vocational Services employees assigned to the greenhouse, woodshop or landscape crews were added to the protective footwear language.
- Boots reimbursement increases to $200/biennium for Facilities Services employees.
- Footwear reimbursement increases to $150/biennium for EVS, Vocational Services and Materials Management employees.
- Prescription protection eyewear reimbursement increases to $75/biennium for employees required to wear protective eyewear.
- Uniforms for Facilities Services will be provided by the Agency when they are required.
Article 122.2H – Boots, Uniforms and Clothing (Pendleton Cottage)
- Footwear reimbursement increases to $200/biennium for Ground Maintenance Workers.
Article 127.2C,H – Notification (OSH and Pendleton Cottage)
- Removed this Article from the contract, as notifications are now sent electronically and under the requirements of Article 20 – Discipline and Discharge.
Letters of Agreement (LOA’s):
Article 26.2C – Differential – Critical Needs Incentive – (OSH)
- In order to extend the duration of the CNI LOAs, language was added that to be eligible for the incentive, employees must have work all of their regularly scheduled hours, other than hours not worked due to prescheduled paid time off or approved bereavement leave, 7 calendar days prior to the day they work the CNI shift.
- LPN’s – CNI amounts increased to $15 per hour.
Article 121.2A,C,H – Education, Training and Development – Computer Access
- OSH only changes to existing LOA – OSH will ensure sufficient computer access is scheduled for employees to complete Workday trainings, and necessary computer work needs, even if it exceeds 15 minutes.
Article 121.2A,C,H – Education, Training and Development – Continuing Education (ALL)
- Clarified the intent of the Continuing Education LOA for Clinical Psychologists, Psychiatric Social Workers and Behavioral Health Specialists, and that at OSH it covers those employees who work in the Psychology and Social Work department.
New Letter of Agreement, Article 32.2C – Overtime – Kirkbride Café Meal Tickets (OSH)
- A committee will be established to explore the feasibility of providing meal tickets to Kirkbride Cafe and submit a report and recommendation to DAS and the Union by 12/31/2026.
New Letter of Agreement, Article 90.2C – 12-Hour Shift Pilot (OSH)
- Bargaining a Pilot to explore the feasibility and perimeters of 12-Hour shifts will be negotiated prior to any implementation. OSH’s targeted implementation date is during the first quarter of 2026.
New Letter of Agreement, Article 26.2C – PICU Unit (OSH)
- MHTT, MHT1, and MHT2 whose regularly scheduled work unit is on the PICU will receive a $1.60 differential for all scheduled and overtime hours worked on the unit.
- LPN’s s whose regularly schedule work unit is on the PICU will receive a $2.00 differential for all scheduled and overtime hours worked on the unit.
