Portland Public Schools

Who are PPS Workers? We are Nutrition Services and Custodial workers of Portland Public Schools. We are people who put food on plates, and wipe surfaces clean every day to ensure that our schools are safe and healthy.
Collective Bargaining Agreement (2023-2026)
Convenio de Negociación Colectiva (2023-2026)
After long days and weekends passing proposals in bargaining, we are happy to announce that we have reached a tentative agreement with Portland Public Schools (PPS)!
Over the last few weeks, many of you showed up to canvass, send emails to members of the PPS school board and management, observe open bargaining sessions, and pack school board meetings to demand they all do their part to settle a fair contract. And your actions paid off – we were able to settle before the long holiday weekend.
Hundreds of you stood up in solidarity to make this happen. Through the budget crisis at PPS, the furlough days and staff layoffs, we persevered and won the best contract of any union in the district.
Every action you took made a difference. From completing the bargaining survey to showing up at our May Day rally in Portland, we know this was only possible because of member action.
Upcoming events related to contract ratification voting:
Saturday 7/18– In-Person/Hybrid Info Session & Voting (Zoom link)
- PDX Office (525 NE Oregon St.) AFRAM room
- 12-1:30pm
Tuesday 7/21– Online Info Session & Voting
- 5:30-7pm
Local 140’s membership meetings are on the 2nd Saturday of each month at noon. Check your email for invites. Contact AriG@seiu503.org if you aren’t getting emails.

7.3.26 PPS Bargaining Update - Settlement Reached!
Every action you took made a difference. From completing the bargaining survey to showing up at our May Day rally in Portland, we know this was only possible because of member action.
While we were unable to win new immigration protections this bargaining cycle, we know this is a critical issue for workers and we aren’t giving up the fight. We have held multiple trainings about immigration rights and will continue to keep you posted about new opportunities to organize around this issue as we continue building worker power at PPS.

6.24.26 PPS Bargaining Update
On Tuesday we held our seventh bargaining session with PPS. Since last week, members have been taking action by sending emails to PPS management and the school board.
We’ve definitely noticed a difference at the bargaining table because of member action. Management has been moving, and we have come to agreement on six contract articles, including the article that keeps health insurance at its current premium share for employees!
Unfortunately, we are still far apart on many issues that matter to members. On economics, this includes COLAs and lock up pay for custodians.
| Proposal | Union | Management |
|---|---|---|
| Cost of Living Increases |
|
|
| Health Insurance | Status Quo | Status Quo |
| Lock up pay | All custodians receive it | No custodians receive it |
| Bilingual Pay | People using a second language at work would receive compensation for it | No pay for bilingual work |
| Longevity Pay | Additional .5% for each additional five years worked over fifteen | No changes to longevity pay |
In terms of non-economic items, they are still refusing to put any language in the contract to protect people during ICE visitations at school or to work with people when they have temporary interruptions in their employment paperwork. They have also expressed that they are not interested in improving safety language for workers who are physically attacked while at school. Lastly, they will not agree to language that would make both the voluntary and involuntary transfer processes more transparent.
As we approach contract expiration, it’s important that members like you stay engaged. Our next bargaining session is on June 30. If you want to observe bargaining and put pressure on management to settle a fair contract, show up at the Prophet Center at noon. Keep watching out for updates in your email or check out seiu503.org/portland-public-schools. You can also stay in touch with your coworkers on our facebook group.
6.18.26 PPS Bargaining Update
We held our sixth bargaining session with PPS on Tuesday, and it was the most frustrating session yet. The session started with us finding out, with no prior notice, that the lawyer we had been bargaining with had been let go. Other unions were given three weeks' notice of this change; we received none.
The disrespect didn’t stop there – they came completely unprepared to pass any proposals even though the majority of proposals were in their court. We sat around for four and half hours waiting for proposals from them just to receive a group of proposals in which they changed nothing, including their economic proposal. They told us that they think everything – safety, transfers, evaluations, etc. – works fine the way it is and doesn’t need to change. In addition, they said that they think they handle all immigration issues well and that we don’t need contract language on it.
After passing this unacceptable package, they tried to cancel our last scheduled bargaining session for next week even though we are miles apart on both non-economic and economic issues. All of this is happening when we are only two weeks away from the expiration of our contract!
Management made one thing clear this week; they don’t respect us or the work we do. Coming to our limited bargaining sessions without having prepared any proposals and then spending half of the day just to say they aren’t budging on anything tells us we are going to have to fight if we want to win anything. So, let’s show them what we’ve got!
The team can’t do that alone. Here's what you can do to help right now. Use this link to send an email to PPS leaders and school board members demanding that they get serious about settling a fair contract. They need to know that we are not a group of workers they can push around, and we need a contract that helps make ends meet! Send them an email today:
5.27.26 PPS Bargaining Update
Your bargaining team met with management for our fifth bargaining session on Tuesday where we received an economic proposal from management. Based on their proposal, we still have a long way to go in bargaining to reach an agreement. Here is a comparison of our proposals:
| UNION | PPS | |
| Cost of Living Increases | July 1, 2026 – 5% July 1, 2027 – 5% July 1, 2028 – 6% |
July 1, 2026 – 1% July 1, 2027 – 1.25% July 1, 2028 – 1.5% |
| Health Insurance | Status Quo | Status Quo |
| Lock up pay | All custodians receive it | No custodians receive it |
| Bilingual Pay | People using a second language at work would receive compensation for it | No pay for bilingual work |
| Longevity Pay | Additional 1% for each additional five years worked over fifteen | No changes to longevity pay |
In addition, we gave management a proposal yesterday that would create more transparency in the transfer process, both for people requesting transfers and for people being transferred for operational need. We think that people deserve to understand why they are or are not being moved to a different school!
We are still waiting for counters from management on important issues like safety and immigration status.
Next Steps
Our next bargaining session is June 16th from 10:00am to 6:00pm at the District office – please join us if you can!
You can also join our next membership meeting on Saturday, June 13th at noon. A physical location will be announced soon, but you can also join at this link.
5.15.26 PPS Workers Speak Up at School Board Meeting
To deal with a $50 million shortfall at Portland Public Schools (PPS), the district proposed multiple unpaid furlough days for their staff. In March, the PPS bargaining team bargained in good faith with the district to cut furlough days for Custodians and Nutrition Services workers down to just one. However, last week, the district shortened the academic year by one day (adding another furlough day) without notifying workers before making the decision.
This is a violation of our bargained Memorandum of Understanding (MOU) and we won’t go down without a fight! Member and bargaining team delegate Veronica Green testified during this week’s board meeting.
“[We] made it very clear that our members could not afford to lose any pay at all. I do wonder, does upper management ever worry about how they’re going to feed their kids? Or pay their rent?” Watch a recording of their testimony here.
SEIU and other unions that represent PPS workers are continuing to bargain with the district.
5.5.26 PPS Bargaining Update
Your bargaining team met with management for our fourth bargaining session on Tuesday where we gave them our economic proposal. We think that our economic proposal reflects both our understanding of the financial situation the District is in and the need of our members to earn a living wage. Here are the highlights from it:
- Three year contract
- 5% Cost of Living increase on July 1, 2026
- 5% Cost of Living increase on July 1, 2027
- 6% Cost of Living increase on July 1, 2028
- Bilingual pay for folks who use a second language at work
- Lock up pay for all custodians not just high school custodians
We also gave management an article on immigration that would support workers both during ICE visits to schools, and as they are moving through the work authorization process. The proposal creates language about how the District will handle visits or requests from any Federal enforcement group. It also gives employees time if they are moving through the work authorization process, which can be quite lengthy right now.
Management gave us counter proposals on both the grievance language and discipline and discharge language that we gave to them previously.
Our next bargaining session is May 26th from 10:00am to 6:00pm at the SEIU office at 525 NE Oregon St – please join us if you can!
4.15.26 PPS Bargaining Update
Your bargaining team met with management for our fourth bargaining session on Tuesday. The team is feeling good about the progress that we are making, and we feel ahead of schedule compared to our last round of bargaining.
We received four counter proposals from management. We still have a lot to talk about on these proposals, but this starts that conversation. They gave us counters on Personnel File, Overtime and Call Back, Lunch and Rest Periods, and Employee Evaluation.
We gave management three new initial proposals. One of those was just doing a little bit of housekeeping and not making any changes to our practices. The other two had more significant changes:
- Grievance Procedure – updating step one of the grievance process and streamlining some timelines.
- Discipline, Discharge, and Demotion – creating language that would give stewards access to video if it is being used in discipline.
The District also brought in two people from their finance department to give us a short presentation about how they will be costing our proposals.
Next steps
Our next bargaining session is May 5th from 10:00am to 6:00pm at the District office – please join us if you can!
May Day
Join your fellow PPS union members on May 1 to celebrate International Workers Day. Let’s take the mandatory furlough day as an opportunity to show our unity and build connections with other unions. ONA, AFSCME, ILWU and others will be present at the South Park Blocks (1436 SW Park Ave) in downtown Portland. The event starts with a rally and performances at 1:00pm, and we will march at 3:30pm. Come find us by the large PPS Sublocal 140 banner.
2026.03.26 PPS Bargaining Update
Your bargaining team met with the District on Tuesday for our second full bargaining session. We gave their team several proposals, including the following:
- Language that ensures disciplinary items will be removed from personnel files after three years
- Language that clarifies only managers can do evaluations and that they should not be used as part of the disciplinary process
- Language that clarifies how overtime is offered to employees
- Language that makes a thirty minute unpaid lunch available for employees who work less than six hours
We did not receive any counters from management, but will in the next couple of meetings.
At our next meeting, someone from the finance department will join to share information about the budget that will help inform our economic proposals.
Our next bargaining session is on April 14th from 10:00am to 6:00pm at the SEIU offices (525 NE Oregon St.). Please join us before or after your shift to observe your bargaining team in action!
2026.03.23 PPS Furlough Update
Your bargaining team worked hard to find an agreement on furlough days with the district that would have the smallest impact possible on workers. We have finally reached an agreement. Workers in Custodial and Nutrition Services will be required to take one furlough day on May 1. This is down from the three furlough days that the district was initially talking about.
The agreement also includes that any employees who declare, by April 3, that they are retiring at the end of this school year, will not have to take furlough days. This assures that their PERS retirement calculation is not impacted by an unpaid day.
Finally, the agreement includes that workers can apply for unemployment to cover the furlough day. The decision to grant unemployment is entirely up to the Employment Department. You can find their website with information about applying for unemployment here.
2026.03.13 PPS Bargaining Update
Your bargaining team kicked off negotiations with management yesterday and we feel we are off to a promising start. We have longer bargaining days this time around and are already getting more done.
We have created a solid plan based on your survey responses and are moving forward. We are working through the contract articles that we need to bring before management.
We agreed to ground rules and started our bargaining timeline by giving management our first few proposals, which include adding additional tiers to longevity pay. We propose that every five years after the first 15 (20, 25, 30, etc.), that longevity pay increases by 1%.
In addition, we gave management a proposal to clarify that Christmas Day should be a paid holiday for Nutrition Services workers.
Our next bargaining session is on March 24th from 10:00am to 6:00pm at PEC. Please join us before or after your shift to observe your bargaining team in action!
2026.03.10 PPS Furlough Update
Thank you to everyone who participated at a moment’s notice in our survey – the results show an overwhelming majority of you support taking furlough days rather than face layoffs. Now, it’s time to bargain on this directly with management.
It’s going to take all of us standing in solidarity – as your sublocal union leaders, we will continue to represent workers by listening to what you want and making sure we bargain over critical changes like this one.
The survey showed a strong spirit of solidarity among members, and we are exploring whether furloughs could be scheduled in a way that minimizes harm for the greatest number of people. We are working in collaboration with PAT, DCU, and PFSP to stand in solidarity and for the furloughs to be implemented equitably, with the lowest paid workers avoiding an inequitable burden. Through our coalition we pushed management to commit to at least 5 furlough days for management and 6 days for the superintendent. We also have to keep the bigger picture in mind: even with furloughs, there will still be a $5 million shortfall through the end of the school year.
2026.02.27 PPS Update on Layoffs or Furloughs
As many of you know, for various reasons, PPS has come up over $20 million short in this current school year. On Monday, Dr. Angela Freeman held an emergency meeting with the SEIU co-chairs, where she explained the district's situation. There, we were presented with two unpleasant options:
- Two days of furloughs
- Immediate layoffs of 19.68 Full-time Equivalent (FTE) from our unit
The other unions across PPS were given the same choice, although the amount of FTE varied according to the size of the unit, with PAT facing the largest cuts. We needed to get back to the district with a decision by the end of this week. The thing is as unionized workers this is not a decision the district can simply impose on us. We have a contract and the options they offered need to be bargained over. Our team is already working on starting this process and is communicating with management.
The co-chairs met on Tuesday night with the leadership of all the unions. Collectively, we decided that furloughs, while unpleasant, were better than laying off somewhere around three hundred people district wide. As a union collective we sent the district a lengthy list of questions about their plans, fiscal mismanagement, and the economic injustice of making some of the lowest paid workers bear the cost of their actions. We’re still waiting for more information about what is happening and we will keep you updated as the situation unfolds.
While there is so much uncertainty right now, we are best suited to face it together, as a union. Rest assured that we are working hard to hold PPS leadership accountable and will use every option to protect the livelihood of Local 140 workers and the safety of the students we serve.
We will continue meeting with the district about this, as there are many details to be worked out. Please contact us if you have questions.
